Health insurance in Panama
Whether Panama requires health insurance depends entirely on which permit you file — and the immigration checklists are more specific than most summaries admit. These guides cover what each category actually asks for, and what a policy has to say to satisfy it.
What governs this cluster
Two separate regulators sit behind this cluster, and confusing them is the most common way expats waste time. Which insurance companies are legally authorised to sell you a policy is a question for the Superintendencia de Seguros y Reaseguros de Panamá (SSRP), under Ley 12 of 3 April 2012. That statute authorises insurers by ramo — personas, generales, and fianzas are separate licence categories — so an insurer authorised for one is not automatically authorised for another, and the SSRP publishes a register you can check directly. This is the same mechanism our banking guides describe for verifying a bank's licence class — a public register maintained by the regulator itself, not a company's own marketing claim about being "authorised" or "regulated."
Whether your immigration status requires you to hold a policy at all is a completely different question, and it's decided by the Servicio Nacional de Migración (SNM), not the SSRP. The requirement is specific to the visa category: Decreto Ejecutivo 198 of 7 May 2021 sets the requirement for the Digital Nomad and remote worker permits, Decreto Ejecutivo 226 of 20 July 2021 covers certain Friendly Nations applicants, and the Pensionado route runs under Ley 9 of 1987 together with Decreto Ejecutivo 320 of 2008 (Article 200, as later modified). Each checklist asks for different things, and a policy that satisfies one visa's requirement doesn't automatically satisfy another's.
In short: the SSRP decides who is allowed to sell you insurance in Panama; the SNM decides whether your specific visa requires you to buy any. Neither answers the third question, which is what a policy has to actually cover to satisfy the immigration checklist you're up against — that's a matter of reading your own visa's requirement sheet against the policy wording in front of you, not something either regulator's register will tell you directly.
